Facade Improvement Program

To create a positive retail environment in Richmond, the Facade Improvement Program (FIP) provides grants for eligible property owners and ground-floor tenants to upgrade the appearance of their storefronts. The program area includes Macdonald Avenue and 23rd Street between Bissell and Costa.

| Grant guidelines |
The owner and/or tenant contributes $5,000 to the cost of storefront improvements. The city contributes up to $20,000 per storefront. Grants come in the form of loans that do not have to be repaid provided the recipient continues to occupy the space for five years. Loans are forgiven in 20 percent increments on an annual basis until there is a zero balance. All applicants must sign the program’s master agreement for architectural oversight.

Restrictions
|
- The program does not reimburse participants for improvements underway or already completed
- Any cost exceeding the grant is the responsibility of the business owner
- Applicants are not to begin work before signing a contract with the Redevelopment Agency

Resources
|
City staff has compiled a list of approved local architects and contractors for the FIP and engaged a title company, which prepares property profiles and legal descriptions.
