The Terminal One project involves the redevelopment of approximately 13.5 acres of shoreline property immediately to the east of Ferry Point and Miller-Knox Regional Park, and west of the Richmond Yacht Club and Brickyard Cove. The project developer, Toll Brothers, proposed approximately 285 luxury condominiums on approximately 11 acres of the site; in addition, the project will include development of a 1.5 acre City Park, and open space area along the shore adjacent to and including the terminal pier. A new segment of the Bay Trail will be developed to provide access the shoreline.
The site was formerly operated as a port terminal by the City of Richmond. Port operations were curtailed in the 1980’s, and subsequent site analysis revealed significant site contamination as the result of hazardous chemical compounds being stored and shipped from the site by private operators of the facility. The Redevelopment Agency has worked to characterize the site contamination and to seek a Remedial Action Plan (RAP) for site clean-up. The site will be cleaned up according the requirement of the RAP prior to the sale of the property to Toll Brothers. The Agency is also responsible for demolition of existing structures to ready the project site for development.
