Revolving Loan Fund Program

The Revolving Loan Fund (RLF) Program offers lending and technical assistance to small businesses in seven underserved census tracts in Richmond—3650.01, 3650.02, 3760, 3770, 3790, 3800, and 3810. These census tracts include the Iron Triangle, the Marina, some areas near Hilltop Mall, South Richmond, Parchester, and the City portion of North Richmond.
The City of Richmond plans to expand the RLF to include additional census tracts. An application for approval of the expansion is under review with the U.S. Department of Commerce Office of Economic Development Administration.

| Who should apply? |
Your business may be eligible for RLF loans if it:
- Is in the program’s target areas
- Plans to locate within the target areas
- Will provide services or hire residents within the target areas

| Types of Loans |
The RLF provides four loan options to business owners:
- Working capital—for the costs of business operations
- Machinery/equipment—for the acquisition of machinery and equipment
- Fixed assets—for leasehold improvements, renovation, expansion of a structure, or purchase of fixed assets
- Facade improvements—for improving the exterior appearance of a business
Loan amounts range from a minimum of $5,000 to a maximum of $50,000. Loan applications are reviewed by the RLF Board.
